Building Toward Stronger Outcomes

WHCA’s Retro program has always focused on long term performance. In today’s environment, where claim costs and external pressures continue to impact program results, the emphasis is to building a stronger and more sustainable program over time.

A key part of this approach is the performance tier structure. These tiers are designed to provide clarity, accountability, and a path forward for every participating employer.

Each company is evaluated using a five-year measure called Contribution to Refund, or CTR. This calculation compares total premium paid to total claim costs across a longer period, creating a more accurate view of performance.

Based on this measure, each company is placed into a performance tier. These tiers are not simply labels; they are designed to guide behavior and improve outcomes.

Companies with stronger CTR results have fewer participation requirements and greater flexibility. Companies that need improvement are placed into tiers with more defined expectations designed to reduce claim costs and support better outcomes.

These expectations focus on two proven strategies, Return to Work and Kept on Salary. Returning injured employees to modified work as soon as possible helps reduce time loss, while continuing wages can prevent costly claim escalation.

Together, these practices help control claim costs and improve long term performance across the program.

The tier structure is designed to support a clear goal, building a stronger and more stable program for all participants. While results may vary from year to year, consistent performance over time is what ultimately drives success.
